No. Formatting your device literally erases and deletes EVERYTHING on it (and if you did it properly, the format scrambled what is left so forensics professionals can't even manually recover any data from the discs directly).
For example, when I go to change hana's clothes the first outfit that she comes to the island with has an event tag on it but there's only 2 levels but if I go back to her home world she changes into the next levels before talking to Angela
Is there certain side quest I need to do and can I do them after finishing the game?

There's a side quest when talking with Hana wearing her default outfit, yes!
